CA 1 February 1995. Appeal against refusal of planning permission - allegation of bias by Inspector - affidavit evidence - whether cross-examination of the Inspector permissible in court - whilst usually undesirable that a person holding quasi-judicial office be cross-examined if there was evidence which unless satisfactorily explained could lead to an inference of improper behaviour onthe part of an Inspector the court should allow cross-examination of the affidavits - Saville L.J. disneted.
