Following changes in RICS `s by-laws , chartered surveyors who fail to use the Red Book in carrying out asset valuations will be liable to disciplinary proceedings and possible expulsion. As the new regulations are not retrospective, it is unlikely that proceedings will be taken against those in the controversial Scotts` restaurants case. The By-law came into effect on 11 February.
