"Mitchell v SoS Environment and another" CA 16 June 1994. An application for change of use from a house of bedsits to self-contained flats was refused on the grounds that the planning authority wished to keep a supply of cheap rented accommodation in the area. This reason was accepted by the CA as a material consideration within Town and Country Planning Act 1990 s70(2)
