Three-part article on plans for the development of a Europe an road network into the 1990s. Part 1 concentrates on Britain and France , and the potential problems posed by the extra traffic to be generated by completion of the Channel Tunnel . Highlights a report which criticises the DTp for assuming that present links are adequate. Part 2 looks at French plans to almost double the amount of existing motorways in order to link all its regions and neighbouring countries. Part 3 reviews proposals to develop transport links to the EC`s peripheral regions such as Spain , Portugal , Greece and Ireland .
