Permission to extend buildings with offices at two levels refused because of inadequcy of carp parking which could not be satisfied with off-site parking without imposing pressure on other town centre car parking facilities. Previous grant of permission with associated planning agreement for car parking not to be respected because Council had not further plans for off-site parking.
