Special adaptations in terms of the Housing (Scotland) Act 1987,s.61(4)(a) refer to a house rather than a tenant, so the fact that a particular tenant has not made use of any sepcial facilities provided is irrelevant, and a house can be one of a group provided with special facilities notwithstanding that not all of the houses in the group are connected to the facilities.
