The right to manage - 1992 - Independent 8 October 1992, 26(2) .

Considers proposals for extending compulsory competitive tendering (CCT) to a wide range of white collar services such as housing management. Looks at a range of ideas under consideration including Wandworth LBC`s action of putting out tenders on a single function basis for example for estate agents to manage individual estates, and the Housing Minister`s concept of allowing tenants who have opted to stay with local authorities to manage themselves. Looks at one pilot scheme in Westminster.
