A DoE green paper "Competing for quality in housing" sets out Government plans for allowing housing associations and private sector companies to tender for the management of council housing estates as part of its policy of extending compulsory competitive tendering to all council professional services. Westminister CC has announced that its intends to submit all its professional services to CCT before it is made compulsory.
