Clarifies the jurisdiction of the Building Societies Ombudsman following the "Halifax Building Society v Edell" ChD 28 February 1992 decision. The ombudsman is obliged under the Building Societies Ombudsman scheme Clause 14 to investigate complaints of negligent structural surveys and house buyer`s reports carried out by an employee of a building society as part of an application for a further advance on the property.
