A Catholic Housing Aid Society report, "Repossessed" calls for a housebuyers` council to regulate the mortgage lending industry and to improve consumer protection and information. Suggestions include registering and regulating lenders, setting maximum mortgages of 95% of valuation, establishing a regional network of independent advice centres and developing and enforcing a code of practice for lenders dealing with arrears.
