According to the proceedings of a conference at Manchester University , 11 January 1990, the quality of environmental statements and the observance of statutory procedures and official guidance leave much to be desired. Despite this the DoE and the European Commission are looking to extend assessment to development plans and policies, and into the new system of integrated pollution control .
