Landlord and tenant - public sector housing - tenants` rights - purchase of dwellinghouse - conditions in offer to sell - pre-emption clause in landlord`s title - offer issued by Lands Tribunal following finding that tenant entitled to purchase - Lands Tribunal not requested to make finding of right to purchase subject to right of pre-emption - whether tribunal obliged or entitled to include condition in offer regarding right of pre-emption - Housing (Scotland) Act 1987 (c.26), s.68(4). Process- appeal - appeal from decision of tribunal - competency - application to Lands Tribunal for finding that tenant entitled to purchase - subsequent declaration by tribunal that such notices had been issued as were required to complete purchase procedure - whether a "decision" from which appeal could be taken - Tribunals and Inquiries Act 1992 (c.53), s.11(1).
