In R v London Rent Assessment Panel , ex parte Trustees of Henry Smith`s Charity Kensington Estate QBD 21 October 1987 it was held that where each of five blocks of flats operated under different terms with regard to service charges , a tenants association with members from the five blocks, could not be a recognised association for the purpose of receiving the landlord`s notice relating to service charges for each block.
