An RICS report "Housing the nation: choice, access and priorities" (2 vols RICS Books £20), makes recommendations to reduce homelessness and meet the demand for affordable housing. Recommendations include allowing local authorities to spend more of council house receipts on housebuilding programs, phasing out mortgage tax relief, introducing a National Housing Investment Bank to attract investment and a National Housing Agency to monitor housing associations and enforce management standards for rented and leased property.
