In "Lambeth LBC v SOS for the Environment and another", QBD 31 January 1992, an application to quash the SOS`s decision under the Town and Country Planning Act 1990 for a material change of use for County Hall was refused. Planning permission together with conservation area consent and listed building consent had already been granted for the proposed scheme.
