The Town and Country Planning General Development (Amendment) Order 1991 introduces stricter permitted development rights for the installation of satellite dishes , allows extensions to factories for social and welfare purposes and includes a statement of property owners` rights on certificates served by an applicant for planning permission on those who have an interest in the land. An amendment to the Use Classes Order changes the class for dry-cleaning establishments.
