The DoE is reviewing the Town and Country Planning General Regulation 1976 and the concept of self-applications for planning permission for development by local authorities. It is proposed that county applications should be submitted to district councils and the SOS Environment should be involved in cases where there are conflicts of interest between local authorities and developers .
