In Leggett and others v SoS for the Environment and others QBD 23 November 1990, applicants and affected landowners appealed to quash the planning decisions of the SoS and challenge the SoS for Transport `s confirmation of a compulsory purchase order for which the fifth applicant, Esso , held options to purchase land for development of a motorway service area .
