"Castle Court Investment Co (Southampton) Ltd v Southern Rent Assessment Panel" QBD 23 June 1994. It was unreasonable when determining an open market rent to use as a comparable rent, the open market rent of a property in its unimproved condition when the rent assessment panel had set a higher rent on that property if it had been improved to the standard of the property under consideration.
