Government policy is to transfer responsibility for housing the less well-off from local councils to housing associations . In spite of fears that the associations` priority to house the poor would be unavoidably lost through high rents, figures from the Housing Corporation show that over 70% of new lettings were to households with incomes of less than £100 a week.
