The NAEA has published a paper which criticises the housebuying system and makes suggestions for reform. One proposal is to set up a Property Transfer Council , which would oversee all aspects of conveyancing ; representative bodies such as the NAEA could be designated as self-regulatory bodies to ensure their members behave ethically.
