According to evidence collected by the author a year after the introduction of compulsory competitive tendering (CCT) over 76% of contracts have remained with local authority workforces. Cross-boundary tendering and management buyouts are the most popular CCC contracts with refuse collection contracts and general maintenance amongst the highest private sector successes.
