In "R v Dairy Produce Quota Tribunal for England and Wales and another ex parte PA Cooper & Sons (a firm)", CA 26 January 1993, it was held that when considering an application for a secondary milk quota the Dairy Produce Tribunal should adopt a two-stage approach in accordance with paragraph 6 Schedule 9 of the Dairy Produce Regulations 1991 (SI 1991:2232).
