Outer House 11 July 1991. A statement in a letter from a statutory authority inviting bids for a nationalised comapny in the course of a statutory programme of disposals said: if after the deadline for bids but before the completion of a contract with the preferred bidder a further competitive offer is received, then `there may be no alternative but to consider that offer` does not oblige the authority to consider the merits of an increased offer made by one of the bidders but received after the deadline.
