Reviews Clause 12 of the Planning and Compensation Bill which is intended to substitute revised provisions for Town and Country Planning Act 1990 s106 which enables local authorities to regulate land use by planning agreement. Examines whether the proposed amendments to the law will result in the adoption of changed tactics by developers and landowners in seeking planning permission in circumstances where the local planning authority is unable to achieve its aims by the imposition of planning conditions .
