A CPRE report criticises government determination to press on with plans to build 57 000 new houses a year in the Southeast, towards a target of 855 000 by 2006, arguing that as 80% of demand will arise from single- person households, development would be better targeted on flats, terraces and conversions, particularly in the cities where there is an infrastructure in place.
