"R v City of London Corporation, ex parte Brewster" QBD 20 December 1993. An application for judicial review of the refurbishment of the meat market was refused. There was no evidence that tenants were unable to pay the higher rents to cover cost of compliance with EC hygiene regulations. The CLC were not trying to close the market; indeed they were fulfilling its duty to keep the market open.
