In common with other construction industries, 1990 has been a poor year for that of Finland . The problems stem mainly from the changing economic and commercial conditions within its largest market , the USSR . As those conditions are unlikely to improve in the near future, the outlook for the Finns is not encouraging, save for the possibility of successful tendering for the contracts to house the 600,000 military personnel returning from eastern Europe . The article, having traced the history of Finland`s overseas enterprise, continues with a discussion of current projects and future directions.
