The RICS comments on proposals outlined in the Housing and Urban Development Bill giving leaseholders of flats the right to purchase their freeholds and the setting up of an urban regeneration agency. The RICS warns that unless code of management practice such as its own are introduced the new proposals do not mean that blocks of flats will be any better managed by flat owners than in blocks runs by landlords.
