Reviews the PSA `s approach to fee competition in the construction industry and presents the views of leading consultants who believe that initial savings in design costs will be eroded by competitive bidding and will in turn push up whole life project costs. They contend that whole life costs cannot be easily detected by short term assessments and by the time true figures are revealed further costs may have to be paid. These may include cuts in research and development, uneconomic and dull buildings and lower relative salaries.
