A report by the National Consumer Council criticises the loss of legal rights for second and subsequent owners to claim compensation for defective buildings following two cases, D&F Estates v Church Commissioners and Murphy v Brentwood DC. The NCC report examines particularly the latter case in which builders were not found to be liable for damage to the house; injury or damage must be caused to people or other property.
