Illustrates the courts` attitude to judicial review through discussion of two cases against planning authorities. In Attorney-General v Barrett Manchester Ltd the council wiped out a 1934 agreement not to develop private open space; a "relator" action failed. The second, Tyler v Avon CC concerned objections to broadening the green belt.
