Cooper or Faughan and another v City of Edinburgh DC HL 21 March 1991. Executors of the deceased tenant , who had started proceedings under Housing (Scotland) Act 1987 s63(1) to buy his council home, were entitled to enforce this contract between the council and the tenant.
