In R v SoS Environment and another ex parte British Telecommunications plc QBD 26 July 1991, BT`s application for judicial review of Telecommunications Industry (Rateable Values) Order 1989 SI 1989: 2478 was dismissed since SoS drawing up the subordinate legislation, had not acted unlawfully or against the objects of the enabling act, Local Government Finance Act 1988.
