In R v SoS Environment and Another , ex parte Kensington and Chelsea, Royal Borough QBD 20 January 1987 it was held that an inspector conducting a public inquiry into the issuing of a compulsory purchase order under the Housing Act 1985 was wrong to exclude evidence of alleged harassment and intimidation of bed-sit tenants.
