CA 6 October 1992. The CA upheld the SoS`s refusal to grant planning permission after the applicant`s British Railways Board (B) and planning authority Hounslow LBC (H) had failed to conclude a s52 agreement over access to a proposed development site. Agreed that reasonable prospect test had been applied. "Grampian Regional Council v Aberdeen DC" 1985 considered. Appeal dismissed.
