Nasty clause in Environmental Act - 1995 - Farmer`s Guardian 11 August 1995, 23(1) .

According to the CLA, a clause in the Environment Act 1995 is causing concern for landowners. If a local authority is unable to find the person who contaminated land, the existing owner can be held responsible for cleaning it up. In extreme cases, this could lead to bankruptcy.
