In Save Britains` Heritage v SoS for the Environment and others , QBD 19 December 1989, it was held that preservation and enhancement merge as concepts and, where buildings are being demolished, the qualities of the replacement buildings must be considered in deciding whether as a matter of planning judgement a conservation area is being preserved or enhanced.
