In Gregory and others v SoS for the Environment and Rawlins v Same, CA 21 November 1989, it was held that where a piece of land was divided into multiple plots each owned and occupied by separate individuals, the question as to what was the correct planning unit at which any enforcement notice under Town and Country Planning Act 1971 s87 should be directed was one of fact and degree and as not one to be resolved by pure construction of section 87.
