Discusses the impact of the new waste carrier register to be compiled by Waste Regulation Authorities and coming into effect April 1992. Its aim is to eliminate illegal fly tipping. No national register is planned. However, the London Waste Regulation Authority (LWRA) has set up a national voluntary database called ` Co-ordinated Local Authorities Database of Waste Carriers (CLADEAC) to which WRAs are invited to subscribe.
