Firstly the author discusses time limits within which permitted development must commence following planning permission laid down in Town and Country Planning Act 1990 s61-63. Secondly, consideration is given to the extent to which operations carried out in breach of planning control may amount to implementation of a planning permission, thus so preserving it.
