QBD 4 December 1990. An appeal under the Town and Country Planning Act 1971 s246 (1990 Act s289) against two enforcement notices alleging breaches of planning control. QBD upheld the Inspector`s decision that the appellant (C) could not be defined as `gypsies` under the Caravan Sites Act 1968 s16 as they did not lead a nomadic life. Appeal dismissed.
