Difficulties in the rapidly increasing refurbishment sector, such as the lack of drawings, hidden extent of damage, and presence of tenants in occupation, combine to creat a climate of greater risk which is reflected in higher tender bids than those for new build projects. This article reports the conclusions of a survey which sets out to test the premise of higher risk.
