A new scheme in Portsmouth to generate electricity from waste may set a pattern of co-operation between councils and the newly privatised power industry, whereby local generating plants supply the national grid for profit. At present, Hampshire disposes of 90% of its waste by landfill, but as sites dwindle in number, the situation will be eased by its deal with Scottish Power and Babcock Energy.
