A quantative analysis based upon statistical evidence from the DoE `s Development Control Statistics on the problems of modernising the Town and Country Planning ( Use Classes ) Order. An attempt is made to gauge the impact of changes and the extent statistics answer questions as to whether the proposed changes will reduce the volume of planning applications ; whether applications removed from planning control will be predominantly non-controversial; whether local authorities have been too restrictive with change of use applications; and finally, whether the proposals will affect the level of enforcement activity.
