With the Housing and Urban Development Bill through its second reading, leasehold reform has been criticised on both sides: by some MPs and freeholders, who demand greater compensation for freeholders, who sell their interests, and by leaseholders, who condemn loopholes, which will prevent some leaseholders buying the freehold, notably because the ground rent is more than two thirds of the rateable value.
