Duty of care rules launched amidst doubts on enforcement

On 1 April 1992, a duty of care on all involved in waste management comes into force. This article examines the Environmental Protection (Duty of Care) Regulations 1991 (SI 1991: 2839) and accompanying documents: a statutory code of practice giving practical guidance on the duty of care and DOE Circular 19/91. Raises questions over the effectiveness of implementation.
