Concern over environmental impact of building projects led BRE to produce an assessment framework called BREEAM to monitor designs and raise the awareness of designers to environmental issues. It is not intended for use as a comparative basis for competing designs. This paper describes the characteristics and limitations of the BREEAM approach as a comparative tool and introduces a decision model which develops some of the ideas in the BREEAM report in order to define a single measure of environmental merit for a building design.
