The first of two articles reviewing findings of a comprehensive survey into the implementation of geographical information systems (GIS) by local authorities. The research, funded by the Economic and Social Research Council (ESRC) and the Natural Environment Research Council (NERC), looked the extent of interest in GIS in local government, constraints affecting its adoption, the process by which authorities are adopting GIS and the time scale involved, the type of authorities who are investing in GIS and the influence of the North-South divide.
