UBR measures announced in Budget - 1992 - DoE News Release 10 March 1992 (4) .

Changes in transitional arrangements mean that businesses in transition towards higher bills will not face increases until 1993-94 while those in transition towards lower bills will move more swiftly to their reduced bills. Also, transitional protection will apply to premises even if there is a change of owner or occupier.
